Sample plates on the blue base are known but no numbered plates are known. It is believed that a large quantity of plates were made on the yellow base that PennDOT never needed to order additional plates before the changeover to the "www" base in 1999. This plate type came out in 1983, which is one year before the switch to the blue base happened.

Nothing is known about the personalized plate pictured to the right, it is likely a plate made up by the prison as a favor for someone.
