Type added 5/24/07. Only a few examples of this type variation were reported until 7/2008. For reasons unknown, the Version 13 plates were seen prior to the Version 12 plates, then after a few months the Version 12 came out and the Version 13 were not distributed until the Version 12 plate were exhausted.

 

 

 

 

 

 

From 98000PD .  Vehicle owners who have a device on the rear of the vehicle for carrying a wheelchair or personal assistive device are authorized to be issued two plates since the assistive device and carrier may block visibility of the vehicle mounted plate.

Hearing Impaired (1987 to present)

It is my understanding that originally these plates were to have a graphic of an ear, but since they were not an organizational plate, this concept was dropped.  While I have no actual numbers, I'm guessing that there are somewhere around 100 of these plates in use.

Judiciary (1928 to 1935)

Judiciary plates have a starting point of at least as far back as 1928, maybe earlier.  They were issued up thru 1935, after which there was a long gap.  It is uncertain exactly when court related plates were issued again but it is believed that it was some time in the 1980s.  These later plates consisted of Supreme Court, Superior Court and Commonwealth Court.  Those plates continue thru the present.

1928, 1 to 3 digit serial number followed by J, 1 and 2 digit serials used a dash before the J, blue on yellow, PENNA 1928 along the top flanked by 2 keystones, plates measure 6" by 10".

1929, yellow on blue, except for the colors, early plates followed formatting similar to the '28 plates above.  There was a change in the design of the JUDICIARY plates part way thru the year and likely all of the early issue plates were replaced with the plates bearing the JUDICIARY legend and establishing the format for such plates thru 1935.  PENNA stacked on left, 1929 stacked on right, JUDICIARY along bottom,

Legislative (1928 to 1935, 1957 & later see State Representative, State Senator,

U.S. Congress, and U.S. Senate.)

These plates are believed to have come out in 1928.  The '28 plates were short and used an L prefix followed by a dash on 2-digit plates and the serial number but without any type of LEGISLATIVE legend.  See the description of the '29 plate below.  From 1930 thru '35 the plates followed a similar format and used the word LEGISLATIVE as the bottom plate legend while alternating the colors, and the location of the stacked PENNA and 4-digit year.  After 1935 these plates were discontinued until 1957.
1928, blue on yellow, serial number prefixed by L with a dash on 1 and 2 character serial numbers, and L without a dash on 3 character serial numbers, PENNA 1928 flanked by keystones along top border, likely size 6" x 10".

Lincoln University (Official) (First year of issue unknown)

These are official plates used on vehicles owned by Lincoln University.

VERSION 1: L0000U to plate changeover during 9/99. Uses 'Title Case' on plate legend.  Lincoln University at top, PENNSYLVANIA at bottom, no stickers used, plate is semi-permanent.

Liquid Fuels P. or O. Permit

Updated information from Eric Tanner, former ALPCA Archivist. These were not used on vehicles, but were actually mounted on gasoline pumps at gas stations. That explains why there were so many issued, as well as the additional mounting holes. Eric indicated that the law was first effective July 1, 1937, and the license year was 7/1 to 6/30. The 1937 plate should probably have been dated "37-38" but that was not fixed until the next year. Another law was passed 5/26/39 repealing this act, so that is why there are only 2 plate years in the run for this type. Eric plans to do more research on the law but believes it was related to some kind of gasoline tax for sellers. Other states had similar laws and plates at the time, such as the NJ Motor Fuel Dealer etc. Mr. Tanner also theorizes that the meaning of the "P. or O." might mean Petrol or Oil, which if true, would indicate the dealer could sell both. He has not seen any other type of plate that restricted the seller to just one or the other, but that is something we can find out from the original law, which was passed on June 2, 1937.

Moped Dealer (1977 or 78 to present)

It is unknown if the Moped Dealer series began in 1977 or 78.  If there was a 77 dealer, it likely had an embossed date, and likely followed formatting similar to '77 Motorcycle Dealer plate.
1978, 1000 D/L/R, embossed stacked 78 on lower left, blue on yellow base, map outline, narrow hole spacing, DLR stacked on right, PENNA along top border and MOPED along bottom border.

Motorbike (1920 to 1949)

Motorbike plates were first introduced in 1920 and continued to be issued until 1949.  In the early years they were sometimes referred to as Motor Bicycles or Bicycle Side Motors; today they are more commonly referred to as Mopeds, short for motorized-pedalcycle.  Also, in the years up thru 1933 the letter O was used on Motorbikes as a prefix to differentiate between them and Motorcycle plates.  At least up through 1927 the letter O and the number 0 were the same size which makes earlier plates appear to be all numeric.  From 1934 thru 1949 the O was replaced with MB stacked on the left or right side, then with the introduction of the map outline in '38 all plates had the MB stacked on the right side.  It should be noted that Motor Boat plates also used the MB designator between 1955 and 1963.  Thanks to Eric Tanner for some guidance with this section.

Motor Vehicle (M.V.) Business

(1966, last issued ~ 1984, revalidated to ~ 2000)

In 1966 a new series of plates was issued called Motor Vehicle Business.  This series continued until about 1984, when it was split into four groups, the largest of which was Repair/Service Towing.  The other three included Salvage Yard, Transporter and Repossessor; however, some of the M.V. Business plates continued to be revalidated until the plate changeover in 1999 or 2000.

There was an earlier series of Dealer plates, sometimes referred to as Transit Dealer plates, the first year of issue is unknown.  They are believed to have been issued at least as far back as 1954 up thru 1965 using a similar format of C00-00A, earlier plates likely did not use a dash.   The meaning of the term Transit Dealer is unknown.

There was also a Miscellaneous Dealer employing an X in the serial.  Again the meaning of the term Miscellaneous Dealer is unknown.  It is also unknown what if any connection there is between the Transit Dealer, the Miscellaneous Dealer and Motor Vehicle Business.

VERSION 6, M/G00G on visitPA motorcycle base. MG screened and stacked on left, 2 digit serial number followed by one letter, embossed, letter advances last, PENNSYLVANIA on top, MUNICIPAL GOVERNMENT MC on bottom, screened. This is a new format announced early February 2017. Plates measures 4" x 7".
